Stay at Home Longer with Home and Community Based Medicaid

Many families have a strong desire to keep their loved ones at home for as long as possible. For some, it seems impossible due to the escalating costs of in-home care. Many individuals fear that they will have no choice but to move into a nursing home as soon as their health declines. We have some good news to share that may surprise you. The Community Care Services Program (CCSP) is a home and community-based Medicaid waiver program that provides services to those who need care but prefer to remain in their homes. Let’s take a closer look at this program:

The recipient must first be accessed to determine if CCSP is a good fit.

A recipient of the program must show that they need the level of care that CCSP services provide. A case manager meets with the applicant and reviews their situation to determine the applicant’s level of need. The case manager then matches the applicant’s needs to the appropriate services offered by CCSP.

There are a variety of services available to a CCSP recipient.

CCSP recipients may obtain services that include the following

  • Adult Day Health
  • Alternative Living Services such as the ability to reside in a personal care home
  • Emergency Response Services
  • Home-delivered Meals
  • Skilled nursing and therapy services
  • Out-of-home respite care
  • Personal Support Services such as personal care, meal preparation, light housekeeping, shopping and in-home respite services

The financial eligibility requirements are similar to Nursing Home Medicaid.

The cost of CCSP services is calculated based on the recipient’s income, similar to the nursing home program. There are some nuances to the program that are different. For example, the personal needs allowance of a CCSP recipient is currently $914.00. This is much higher than the $70.00 personal needs allowance of a nursing home resident. This allows the CCSP recipient to retain more funds to pay living expenses while they continue to reside at home.
